What bothers me about New York's bid is that some of its advocates (though not all) have been raising the recovery-from-9/11 issue, saying that since the city suffered so terribly back then it deserves the Games more than the other candidates.

I don't think they're relying on this to any significant degree. NYC2012 has been working on the bid for a decade, and a very elaborate rationale was built up that didn't depend on 9/11 piggybacking.
