Nothing in the current construction of the tunnel precludes expansion. The plan of the tunnel was ALWAYS to connect to both the Queens Blvd line and a superexpress bypass via the LIRR. One of those has been built, and the provision for the other is still there.
The TA has wanted the G off of Queens Blvd for 40 years.
