I'm not familiar with NY law, but I take this to mean:
driving too slow(which is illegal if going 15mph under in my state)
weaving: probable cause
careless driving maybe/not paying attention
Though, I probably take the driving manual too literally, as the weaving can apply to most suv's i see.

But isn't this a little different than standing around a non-crowded area and snapping a picture? And if they complained about something that turns out to be a frivilous issue, doesn't that stay on a persons record when it comes time for promotion?

I can understand a simple desist order, which is fine compared to some of the other posts I've been seeing on here, but it's starting to look like NYC finally made it down to zero crime. Safest city in america huh?
