Enfotrcing a NON LAW is NOT illegal behavior. The police have discretion over safety and security matters. I remember before I made sergeant I saw a guy talking on a cell phone while driving and he seemed to be driving too slow and weaving slightly. I pulled him over and told him to stop talking on the phone while driving. (The cell phone while driving law wasn't enacted yet) The man gave me a sarcastic answer and started driving and continued to talk on the phone. I pulled him over and gave him a summons for "failure to comply to an officer's orders" and guess what? He was convicted at traffic court and was made to pay.
