By "resources," I was referring to having enough cars and crews to do things the Bauman Way (as modified to fit reality -- 30 trains an hour combined, not 40).

This document reported the following service levels and load factors: E: 14-122%, F: 13-133%, N 11-112%, R 12-72%. That's a total of 50 trains for the Div B Queens-Manhattan services. What would it have taken to equalize all the load factors to 100%? E: 17-100%, F 17-102%, N 12-103%, R 9-96% with a total of 55 trains. All of these service levels have been used on these lines in the past. The TA's solution: E: 15, F: 15, R 9, V 9, N+W 14 for a total of 62 trains and 620 cars.

I would expect that the TA's resources should reduce load levels to the 90% range. This could have been accomplished as follows: E 17(11car)-91%, F: 17(11car)-93%, N 14-88%, R 14(7car)-88% for a total of 62 trains and 612 cars. I have also provided for 1:1 merges at the 11th St Tower. The short R's would be extreme and not welcome on the Southern Division. The solution would be to run EE's between Whitehall/Canal and Forest Hills and run R's and N's to Astoria. The W's would terminate at 57th. Of course three services can terminate at 57th - been there done that. This minor adjustment would leave the Southern Div service unchanged. The only inconvenience would be that the R would once again be left without a yard at one of its terminals.

Of course it is no longer possible to run 11 and 7 car trains. We can thank the TA's car design and maintenance policies for their operational foresight. It is not a question of lack of train crews or transit cars. The lack of "resources" lies in other areas.
