The "secret to success" for a combined express/local is a minimum of 3 pockets at the terminal OR one train terminating at a spot short of the end of the line for a relay. Main Street Flushing works because of this - Van Cortlandt and 205th street doesn't while Bedford Park AND 205th does ... same elsewhere.
Maybe the Dubya will be back when they figure out how to hold up a third platform track in the air there with helium balloons. :)
