Express service saves time for those on the train but wastes time for those waiting at local stations or waiting for a train that will take them to local stations. Sometimes, given finite resources, the best way to serve the masses is to run all trains local.
Should there be a Sea Beach express? The typical crowds at Stillwell wouldn't fill up a single R-68 let alone a train's worth of them.
