Could the engines possibly have something to do with it? I imagine NYC's Grummans originally came with 6V-71's, yet the privates and some of NJ's all had 8V-71, and the ones rebuilt seemed to have 6V-92's (at least the ones im Monmouth Co. a few years ago). I remember back 20 years ago, even the RTS's with 6V-71 sometimes seemed like they weren't going to make it up hills, and could not pick up speed. So I imagine that weaker engines could add wear and tear, and the stronger engines made a difference? CT (Hartford at least) had them with 6V-71's, but those aren't NYC streets.
