Of course, lately here in Staten Island, someone could have a field day writing up the patrol cars - drivers on phones, no headlights in the rain, no headlights at nights, no brake lights, no turn signals, turns from the wrong lane, failure to stop at STOP signs, wrong way on one way streets. And yes, those last few were done without the courtesy of having flashers and alarms on - at least with those things on, I expect the patrol car to do weird things. Responses
