Close. Actually, I believe the logic behind the July 4th routings is this:
F/S needs service to the 7th Street Line, thus Blue and Yellow are swapped on their southern ends
Vienna needs double service, Blue lines from Addison Road diverted to Vienna
7th Street Line can only turn 2 lines without blocking traffic (yeah, they use Fort Totten later in the day but ignore that), otherwise, BOTH Huntington and F/S services would go to 7th Street and a shuttle would run between National Airport and Rosslyn (1999 plan)
Due to turning capacity on 7th Street, trains from Huntington are terminated at Rosslyn (Huntington and Arlington Cemetary Shuttle services essentially combined)
Alternate Reds terminate at Silver Spring due to higher volume on Shady Grove side
Metro actually does a very good job publicizing the different service pattern.
