Yeah, I'll agree with Oren on that one.
It seems that Blue was cut back in the first place for July 4 service in order to send more trains to Vienna, an Orange Line station. Thus all trains that would normally be Blue in DC itself ran as Orange Line trains. You also need a Blue service to ferry people (a lot of whom are unfamiliar with Metro) from Huntington (yes, Huntington) to the main trunk through DC, running exclusively Orange. Thus why it's necessary to send Blue all the way to Rosslyn - because its purpose on July 4 is to connect people with the main line through DC, and then get the heck off of Orange Line's tracks.
