NYCTA is not responsible to the city. They are responsible to the state. The city puts in money, but is not able to exercise the level of input that they would like. City Council members constantly complain about their "lack of control" over NYCTA. Therefore, I refer to you as MTA workers because they call the shots. It doesn't matter where you work or who cuts the check...Albany has the final say where buses go.
If I am mistaken, I welcome corrections.
