No no no. Neoplan produced a bizarre AN-416 model (or something like that) in 1980 and 1981; it faintly resembled the AN-440 and somehow looked a lot more German. At least MARTA had some of these, possible a handful of other systems. The AN-440 as we know it now began production in model year 1982.
