During the 0800 hour, CTA seems to run about 50 tph through the Wabash side of the loop (2 tracks).

I think you mean 50 tph in each direction, which is quite phenomenal, given that there are only flat junctions. It may be possible due to low speeds, short signal blocks and short dwell times, but short dwell times seem unlikely in that area.

The only way that I can think of to get better performance is a four track, two (inner and outer) loop terminal with two island platforms (outbound and inbound).

You should get a high throughput from a single loop terminal if trains stop both before and after the loop.
