Yeah, There has to be a balance. Smart police interviey people and get to know the "regulars" This rapport pays off by giving the officer many sets of eyes and ears. I have NO QUARREL with an officer who asks questions. THAT IS HIS JOB, but officers who hassle legitimate railfans are harming the cause of domestic security in two ways. 1. They are creating antipathy toward the security effort. and 2. They are alienating the very people who know the system better than just about anyone and can spot suspicious activity better than anyone. If I were a transit cop, Id check out ALL railfans and determine who's who. Bad guys go to jail, wiseasses go thru hell and honest railfans get my cell number. NOW THAT'S A SAFE PATROL BEAT.
