Agreed. That's why I think the specific laws, in particular the ones you mentioned, should be strictly enforced.
To bring this back on-topic, how often do we see subway trains passing red signals? (And when a subway train does pass a red signal, it generally doesn't actually place anyone in danger, since the train is stopped before it can do any damage.)
Why is it so outlandish to suggest that those who operate multiton equipment at high speeds in public property be required to maintain full control?
