You might actually cause more accidents if people suddenly started stopping short in fear of being caught by a camera. A long time ago I thought I was going to catch the yellow but got caught by a red - slammed on the brakes because I spotted a police car off to the side - managed to stop in time but was rear-ended by a truck. It would have been SAFER if I had just kept going and the cop might not have noticed the fraction of a second change to red... Glad I had a huge rear bumper in that car ;-)
