But speed limits are generally lower in the city than out (so stopping distances are shorter), with many strings of progressive timing (so there's little incentive in many locations to speed), and signalized intersections are closer together in the city than out (so it's harder to be unaware of an upcoming signal), and there are many more pedestrians in the city than out (so drivers must already be more alert to their surroundings). Three-second yellows are perfectly appropriate at most NYC intersections. Responses
