The same thing happened to me elsewhere in Jersey. I understand why it's longer because the speed limits are higher and you need more time to stop, but it's no good when their too short either.
They should be just long enough do you can comfortably stop before it turns red if you're going the speed limit. In NYC, many times you have to slam on the brakes when they're too short. I've noticed this is usually a problem when there is a three way cycle or a left turn arrow because sometimes they take away a second from the amber at those intersections. I think the speed limit should be the only factor, then there wouldn't be such variances from location to location.
