The cop has no legal authority in this case to do that - but he's following orders and those orders are improper. So the answer is not to discipline the cop; it's to use legal means to invalidate the policy. As I posted previously, the cop in question here appeared to be trying to let Harry do what he wanted without getting anyone, including the cop, in trouble.
