Excuse me sarge, BUT, Harry and Mark were in full compliance with CURRENT regs. The announced ,PROPOSED, change is not legal until adopted by the competent authority after notice, hearings etc. Enfotrcing a NON LAW is illegal behavior, unless of course you simply believe "national security trumps the Constitutions (US and NYS), statute law etc. If so you have good company with various "plumbers", and others.
