There is one slight chance for New York. A lot of the IOC's ratings are based on the "feasibility" of promised infrastructure that doesn't yet exist. Something that already exists gets a 1.0 score (i.e., 100% probability). Something that has "no chance" gets a 0.0 score (i.e., 0% probability). Responses
