Good Q.
Usually I see the HOLDING LIGHTS *greet* the train as it is ENTERING the
station....
If it turns on WITH the train IN the station, I presume a TOWER announcement accompanies
it being lit on.
If a train is LEAVING when the lights go on, (see above) I would presume
the lights are intended for the NEXT INCOMING trainset...
