In Nassau County, the general idea was to have the numbers increase from west to east. Thus, the N1, N2, N3, N4, N6 are centered near the Queens border; the N70's and N80's serve th eastern half of the county; and the N90's are special-purpose routes. Of course, that plan didn't work completely (the N19 has half of its route in Suffolk County, and the late N91 was the JFK Flyer).

Suffolk County follows much the same model: the low-numbered main-line routes (S1, S20's) and feeder routes (e.g. 1A, 1B, 2A) are near the Nassau border, with numbers increasing eastward to the high-numbered main-line routes (S90's) and feeders (8A, 10's) at the eastern end. Also, in general, north-south main-line routes have odd numbers and east-west routes have even numbers. (BTW, for feeder routes, the letter suffix replaces the "S" prefix.)
