Functionally, DeKalb is a local stop on the 4th Avenue line. The Brighton line, which shares a stop at DeKalb with the 4th Avenue local, merges into the 4th Avenue express just north of DeKalb (or the 4th Avenue local just south of DeKalb).

Look at the track arrangement. There are four tracks side-by-side in the typical local station setup, plus two tracks on the outside for Brighton-bridge trains.
