I'm more concerned with city streets than with highways. It's difficult to come up with a useful but specific definition of aggressive driving for city streets.

On highways, let's start by enforcing turn signals and lane discipline (keep right except to pass, where practical). That alone will get a lot of the aggressive drivers.
