If that's so, then that's above the speed limit of 30 which is too low anyway for that street. (It should be 35. But they think if they make it 35, people will go 40. I disagree. Most people will do 35 mph if the limit is 30 or 35, because that's the speed that makes sense.)

On Queens Blvd, they were timed for about 38 Mph when the speed limit was 35. Then they lowered it to 30, but I don't believe they changed the timing of the lights. So I believe you're correct. I think they're intentionally time the cycles for a few mph above the speed limit. Why I don't know.
