No it doesn't.

The Pig is Right. It depends on the enabling legislation, and I am sure that he understands it correctly. I Just went through a long hastle with Nursing Rules and Regulations here in North Dakota.

Anyway, what does have to happen is that somebody for the AGs office needs to pass on it and some legislative assistant somewhere has to codify it in legalese with Codes and Sections and Paragraphs BEFORE the cop can write you up for a violation of said code section and paragraph.

That has not happened yet. Can't happen until the MTA board submits their final draft to the legislative process.
