Out in the rural wilderness people don't really care about railfans. Harrisburg in particiular sees railfan related tourism as something it wants to promte and is looking into setting up some sort of rail park. Amtrak police in general have a near system wide railfan tolerance policy as I believe that top management realizes that if they antagonize railfans nobody else will ride their trains or write letters to their congresspersons. Note the official Amtrak photo contest as anounced in the Spring/Summer timetable.

Furthermore, most railroads have neither the time nor inclination to harrass anyone other than tresspassers and even then enforcment was spotty.
