Because "police brutality" cases, especially the stuff you hear on TV, is often aired because "it bleeds". Its politically correct to bash police officers, esp if they are white and the suspect is not.
But it's politically incorrect to question the tactics used in "Homeland Security". The news always presents the pro-security points of view.
Besides, I wouldn't be suprised if some cops did use excessive force against a railfan taking photos, especially if he/she didnt cooperate with the questioning.
