That is beside the point. A lawsuit is always an irritation. John Stosel calls them "Lawyer Missiles". Having a cop take time out to make a court appearance will be highly irritating. If every time they hassle a railfan we bite back with a suit all those "mosqueto bites" will add up and eventually they'll stop.
