It is not a part of the SAS. The station is in Brooklyn, not Manhattan. The "Broadway" is referring to the G's Broadway station in Brooklyn. not Broadway Manhattan. The line that was to use the South FOurth Street station was the IND second system line that was going to replace the Broadway El in Brooklyn, and have a line running along Myrtle Ave to Glendale, and then to Rockaway and also Queens Blvd to the Unused Roosevelt Ave station.
