More than likely a fuse "borrowed" for another purpose by roving gangs of RCI's ... the motto of the day was "wing it or fling it." :)

But seriously, on most of the D's I ran, no lights on the sides either. We usually had bulkheads though - you could tell by the smell of the toasting rollsigns. (that "lacquer" smell) ... heh.
