No, car 401 would have been a Staten Island R-44, no number conflict
there. As I understand it, the reason it got renumbered was that
it was in better shape than the real 491, and the folks in the yard
at the time wanted to keep it for utility purposes. Since the scrap
list was evidently not something that could be easily debated, it
was less work to just swap number boards.
