I bet another reason they may have set it up this way is to "fine" people $10 each for using the Long term lot at JFK as a park and ride for the subway. Heck, about 4 or 10 years ago, I remember the subway maps used to tell people, if you want to park and ride for the subway, head to Shea or JFK long term lot. At least I think I remember that.
