Right, I've seen it too.
Apparently the Tower wakes up to the fact of a Express/Local meet, but puts the lights on too late to hold the local.
You might also have a congestion/stuck door/etc. problem developing that the Tower has just become aware of.
I've also been on trains that got stopped after leaving the station. We were recused by a following train (we walked into the following train, then they backed it up).
