The word I heard about the backlights on subtalk was that the MTA didn't want them "stealing the thunder" from the new cars, what I heard back in 1970 was that the P1 phosphor "green tubes" had become more difficult to get and WAY more expensive then they had been in the past, were a b|tch to replace on some cars, and to save money, they were disconnected. Money was a bit tight back then ... so I'd tend to believe what I heard years ago.
