It is true, and it was done until the 1950s, when a recession caused a ridership drop. The 11th car was removed, and the "Rear Guard" (second Conductor) position was eliminated. With labor costs the way they are now, don't look for that position to come back any time soon, and with the cars configured the way they are now (4-car sets of 75-footers and 2-, 4-, or soon 5-car sets of 60-footers) don't look for 11-car trains or their equivalents either.
