No.. You only have 7 seabeach train in exclusion of Westend, because the M provides Westend service as well.
I guess the reason why they don't want to run more N trains is because:
1) It will discourage passengers who uses the express station from using the W line.
2) It will cause more confusion at the Ditmars dispatch towers.
