There was probably no extra bus service (NY Railways trolleys had stopped running in 1935, replaced by NYC Omnibus buses) because:
(1) the street surface was torn up for cut and cover construction;
(2) there were (still are) parallel subways on Broadway, 7th Ave., 8th Ave.

Also, remember that it was the Depression era and the IRT's Manahttan els were suffering from passenger losses due to the newer, faster, parallel, IND subway along 8th Ave. The removal of the 6th Ave. subway probably did not create the crush on the Lex IRT that resulted in 1955 when the 3rd Ave. El was removed without any replacement line.

This is just speculation based on some facts - I was not alive in 1938; in 1955 I was on the scene but still a youngster.
