Actually, the 14th St and 23rd St stations on the 6th Av line apparently were envisioned as local stations. Their tile color is the same as that for W. 4th St. There were expresses tracks coming into W. 4th St. from the south and into 34th St. from the north. It only took another 25 years to construct the connecting track!
