Why would a premium fare express route that takes people from the "outlying residential areas" to the central business districts of Manhattan serve a shopping center in the "outlying residential area"? I seriously don't think you will have any "reverse" commuters, people coming from, say, 5th Avenue in Manhattan, who will want to go out to East New York to go shopping.
